Largest Municipal Railway Award in Germany Completed - "S-Bahn Stuttgart" Awarded to DB Regio
The Regional Association had been looking for a municipal railway operator in the Stuttgart area on a Europe-wide basis since 2006. Now they found one: The contract was awarded to DB Regio AG Region Baden-Württemberg. The contract on the operation of the municipal railway with a term of 15 years (2013 - 2028) covering about 9.8 million train kilometers annually has been the largest award of an existing municipal railway system in Germany so far. The project volume exceeds EUR 2 billion.
"The procedure and the entire agreement put very high demands on all participants in order to achieve both legal certainty and an economically balanced result", says Dr. Ute Jasper, Attorney and Partner at Heuking Kühn Lüer Wojtek.
What is particular about the contract is the fact that DB Regio AG not only undertook to provide 83 new trains, but to also operate as subcontractor for up to three years as of 2028 upon request of a new operator and to offer workshop services. "Submitting the costing basis for both services will allow subsequent operators to gain an overview of operating costs," attorney Dr. Ute Jasper explains.
