Lower Saxony switches to Voice-Over-IP with Heuking Kühn Lüer Wojtek

Telecommunications service provider EWE Tel received the order to switch over all agencies of the State of Lower Saxony to IP telephony. In addition, EWE Tel will handle operations of the system for six years. The total order value is EUR 168 million.

The order was placed by the State Office for Statistics and Communication, Hanover (LSKN). LSKN is a part of the Ministry of the Interior and is responsible for all IT awards of the State of Lower Saxony.

EWE Tel is a subsidiary of Oldenburg-based energy supplier EWE. In addition to EWE Tel, two other large internationally active competitors had remained in the bidding procedure at the end. The order had been contracted out on a Europe-wide basis in 2006 and was held in a negotiated procedure.
After the award decision had been announced, a defeated bidder filed a review petition before the Lüneburg procurement chamber, which remained unsuccessful, however.

Heuking Kühn Lüer Wojtek provided advice on the project from the beginning of the bidding procedure until the award and also successfully represented the State of Lower Saxony in the review proceedings.
