Advising Emsland district
Led by Dr. Stephan Witteler, Partner, Markus Lennartz, Salaried Partner, Christine Grau, and Christian Miercke, all at the Frankfurt office, business law firm Heuking Kühn Lüer Wojtek advised the district of Emsland on promoting broadband expansion and on designing the invitations for bids for cooperation agreements in compliance with state aid law and procurement law. The team led by Dr. Witteler further advises the district on all issues pertaining to municipal business law arising in connection with the conception of the district’s specific broadband expansion project.
The district of Emsland is located in western Lower Saxony and has about 316,000 residents. The district covers an area of some 2,881 square kilometers and is Lower Saxony’s largest district and one of the largest in Germany. The district consists of 60 municipalities, including 5 cities, 5 single and 9 joint communities with 50 member communities. Administrative headquarters are located in Meppen.
