Invitation to bid for handling demand for physicians' receptionists and vaccination supply

vdek Association of Substitute Health Insurance Funds North-Rhine Westphalia State Representation invited bids for handling the demand for physicians' receptionists and the vaccination supply in the area of the North-Rhine Association of Family Doctors starting from 2016. The award procedure, on which HKLW did not advise at the time, was twice successfully challenged before the Federal Chamber of Procurement. On both occasions, the contracting authorities had to restore the procedure to the status prior to evaluation of the bids in order to repeat the evaluation in the award criterion "organization, qualification, and experience of the staff employed during the execution of the contract."

HKLW assumed the advice of the client after the second partial restoration. On the basis of optimized documentation, the bid parts relating to the staff were obtained again. Subsequently, the contracting authorities were able to complete the bid evaluation without further complaints or review procedures in accordance with the specifications of the Federal Procurement Chamber and conclude the procedure overall.

The contracting authorities awarded the contract in time for a start in early 2017. The services to be provided in 2016 had been ensured by appropriate interim contracts.

Our services

We advised vdek Association of Substitute Health Insurance Funds on the third partial restoration and repetition of the bid evaluation and supported the client in the documentation of the procedure. In addition, we advised on the necessary further interim contract awards.
