Award in regional passenger rail transport on lines RE 7 and RB 48
Due to the economic crisis it was very difficult in the past years for small and medium-sized rail transport companies to participate in invitations to bid of transport services. In order to revive the competition and to guarantee better quality at lower cost, the Rhine-Ruhr Public Transportation Union (VRR) decided to strike out in a new direction in the financing of vehicles in rail passenger transport.
After VRR already authorized the vehicle financing model as an alternative financing form in three invitations to bid (RB 47, RE 2 / RE 42 and S5 / S8) and in doing so obtained extremely good results, the model was now also used in the invitation to bid for the RE 7 (Rhine - Krefeld) and RB 48 (Wuppertal-Oberbarmen - Bonn-Mehlem) lines. Here the special feature exists of a cross network area invitation to bid, however, in which three administrative authorities are involved. The procedure started on April 28, 2012 with the notice in the EU Official Journal. The contract was awarded in April 2013.
Our services
After joint development of the innovative VRR financing model with VRR and the first implementation of the model in practice, we now advise the Rhine-Ruhr Public Transportation Union (VRR), the Westphalia-Lippe Short-Distance Traffic (NWL) and the Rhineland Short-Distance Traffic (NVR) in the invitation to bid of the RE 7 and RB 48 lines including the financing model. In doing so, we constantly develop the financial model further and adapt it to the requirements of the three administrative authorities. We also provided support for the complete award procedure and successfully represented the administrative authorities in the procurement review proceedings before the Münster Procurement Chamber.
