City of Essen: Shared services in city group

In order to optimize the financial results of its holding structures, the City of Essen intends to create a joint service facility. Since 2012, the City of Essen has been a voluntary participant in the North Rhine-Westphalia’s city finance strengthening package. The program and the City of Essen intend to implement a balanced budget by 2020. Particularly high optimizing potential is suspected in administrative functions.
 
In a pilot project, we support the City of Essen in bundling and optimizing various processes (particularly HR, Finance and Accounting, Controlling, IT, and Procurement) to achieve significant savings. A joint service facility with single management for the selected functional areas is to perform the tasks of the City of Essen and its holding companies and municipal enterprises.
 
Our services
 
We advise the City of Essen on matters of public procurement law, employment law, and tax law in designing a model to implement the aforementioned objectives. An innovative approach, taking into account the new EU public procurement directives, allows for the target model to be implemented in an optimum legal and financial manner.
