NRW-RRX-Modell
The 4 billion Rhein-Ruhr-Express (RRX) project is the largest rail project in North Rhine-Westphalia and in Germany. The RRX lines will connect North Rhine-Westphalia's urban centers as well as the cities of Koblenz (Rhineland-Palatinate) and Kassel (Hesse). Intervals will become substantially shorter and connections will improve. The new RRX trains will be operating as of 2018.
In order to meet the legal requirements of the state of North Rhine-Westphalia for uniform vehicles with a uniform RRX standard, all North Rhine-Westphalia transport authorities are developing a new vehicle financing model, which is referred to as the NRW-RRX model. A European-wide negotiation procedure is designed to identify a contractor, who will not only deliver the vehicles, but also maintain them for 30 years. In a second European-wide negotiation procedure, a railroad transport enterprise that will be provided with the vehicles is selected to provide the transport services.
Before the RRX starts its operations, the lines will be awarded in an interim award until December 2018.
Our services
We developed the new NRW-RRX model jointly with the transport authorities involved in the RRX. In addition, we reviewed the model under public procurement law, State aid law, insolvency law and civil law and drafted all contracts for the manufacturer and operator invitations to bid. Furthermore, we are legally advising on the manufacturer and operator invitations to bid and on the interim award.
