Largest German regional rail transport award: Billion-euro RRX project with Heuking Kühn Lüer Wojtek on the goal line
Transport associations from North Rhine-Westphalia, Rhineland-Palatinate and Hesse led by the transport association Verkehrsverbund Rhein-Ruhr(VRR) intend to award Germany's largest contract for regional rail transport – Rhein-Ruhr Express – on March 26, 2015.
At 15 million train kilometers, Rhein-Ruhr Express is Germany's most important regional rail transport project. The orders for vehicles and operation amount to some 4 billion euros. In addition to the impressive numbers, however, the procedure is characterized in particular by the innovative bidding and awarding method co-developed by the Heuking Kühn Lüer Wojtek team led by public procurement expert Dr. Ute Jasper: "The RRX awards place North Rhine-Westphalia at the top of innovative bids in regional passenger rail transport. For the first time, the investments will be awarded sustainably in accordance with the total costs for construction, operation, and energy. Passengers, taxpayers, and the environment will benefit."
In accordance with the scope of the project, the Heuking Kühn Lüer Wojtek consisted of experts in public procurement and contract law, aid law, finance law, European and national transport law, insolvency law, and employment law.
