New rail vehicles for Rhine-Ruhr suburban trains from Stadler with support from Heuking Kühn Lüer Wojtek

Transport association Verkehrsverbund Rhein-Ruhr (VRR) will acquire 41 suburban trains from Stadler to be used on the Rhine-Ruhr lines (S2, S3, S9, S28, and RB 3 RB 40 and RB 41) and will have them maintained by the manufacturer. VRR decided to offer the NRW-RRX model developed by Heuking Kühn Lüer Wojtek for the award of this contract, valued in the mid-hundreds of million euros. As at the RRX, Stadler guarantees the long-term availability of the rail vehicles (30 years). In addition, Stadler also guarantees the energy consumption of the vehicles.

"It is satisfying to see that the NRW-RRX model has already established itself on the market in such a short time. This is due to the fact that the responsibilities in the NRW-RRX model are clearly identified," said procurement law specialist Dr. Ute Jasper of Heuking Kühn Lüer Wojtek. "We are particularly pleased to see that many bidders participated in this procedure as well, which allowed VRR to achieve particularly favorable prices again," said Dr. Christopher Marx, who is responsible for the contract texts in Dr. Ute Jasper’s team. In addition, Dr. Laurence Westen for procurement law, Dr. Stefan Jöster for insurance law, and Dr. Thorsten Kuthe for banking law worked on the project.

Dr. Ute Jasper is one of the best known lawyers for public procurement and public infrastructure projects. She advises federal and state ministries, municipalities, and companies. Ute Jasper heads Heuking Kühn Lüer Wojtek's "Public Sector & Public Procurement" department. For years, she has been ranked number 1 in JUVE Handbook of Commercial Law Firms 2014/2015, and according to "Law Firms in Germany" is the "premier contact on the market" for infrastructure.

Dr. Christopher Marx is a lawyer in the "Public Sector & Procurement" practice group, Düsseldorf.
