City of Monschau and Heuking Kühn Lüer Wojtek Present Pool Pilot Project at WirtschaftsWoche Conference in Berlin
Innovative Award Procedure as Model for Many Municipalities
Municipal representatives are meeting - and Monschau presents a pilot project. Leaders of the public sector are coming together at the WirtschaftsWoche Annual Conference "New Start Municipality." held in Berlin on January 27 and 28, 2011, where Monschau will present its public pool project, which is an interesting model for many municipalities.
Mayor Margareta Ritter: "We have demonstrated in Monschau that award procedures can also be done differently - uncomplicated, quickly and in the end more favorably than expected." Together with award expert Dr. Ute Jasper from law firm Heuking Kühn Lüer Wojtek, she will report on how this wish of many municipalities can become true. The secret of this success may simply be summarized in a single phrase: Package award. In a single award procedure, planning, construction and maintenance were awarded to one company. The services are not, as is otherwise common, provided by several companies with all associated problems this regularly entails. Dr. Ute Jasper explains: "There are no interface risks, all of the costs of the public pool are known and it went fast what else can you ask for?"
How other municipalities can also implement construction projects with reliable budget caps will be shown to the audience during the 7th Annual WirtschaftsWoche Conference using the example of the public pool in Monschau. Accordingly, the desire for dedicated budget limits no longer needs to remain a dream, but may be made a reality with proactive planning. Legal design and counsel for the award procedure of the City of Monschau was provided by Dr. Ute Jasper and Jens Biemann, lawyers based at Heuking Kühn Lüer Wojtek's Düsseldorf office.
