District of Görlitz procures new IT system for benefits administration with Heuking Kühn Lüer Wojtek
The district of Görlitz is reorganizing its job center’s IT equipment, a system used to pay out tens of millions of euros annually to eligible citizens. The previous system was becoming obsolescent, causing a fair amount of administrative work. The district was looking for a system with intuitive and efficient operation, including a top-performing service provider for maintenance and development.
With the system manufacturer market being fiercely competitive, German SMEs in the IT sector regularly engage in bidding wars with extensive review procedures. Order volumes are frequently in the seven-digit range, making reviews worthwhile. Districts therefore diligently prepare for such extensive procedures and regularly seek external legal advice.
The district of Görlitz has now succeeded in concluding its Europe-wide invitation to bid for its IT system without review procedure. After a Europe-wide competition and negotiations, the contract was awarded to PROSOZ Herten GmbH Softwareentwicklungs- und Beratungsgesellschaft für Gemeinden, Städte und Kreise mbH.
Following the award of the new contract, it is now possible to replace two individual programs by a single modern, process-continuous specialized procedure that supports employees in all areas.
