Heuking Kühn Lüer Wojtek supports Essen on award for asylum seekers' accommodation facilities
The city of Essen must invest a double-digit million amount, in order to create the necessary accommodations for asylum seekers.
The two public procurement law experts Dr. Ute Jasper and Dr. Jens Biemann of Heuking Kühn Lüer Wojtek developed an innovative procurement model for these special challenges. "The negotiation procedure allows us particular flexibility, in order to develop in the procedure with the bidders the most economical combination available of purchasing and renting," explained Dr. Ute Jasper the design of the procedure. "At the same time, we ensure contractually that the city of Essen is able to take into account later changes of the numbers of asylum seekers in quick and uncomplicated manner," added Dr. Jens Biemann.
