North-Rhine Westphalia Accident Insurer invites bids for new administration building with Heuking Kühn Lüer Wojtek
North-Rhine Westphalia accident insurance company Unfallkasse NRW is looking for 14,000 square meters of office space (gross floor space) for its administrative center and Rhineland regional head office in Düsseldorf. For this purpose, it initiated a European-wide competition procedure for project developers and investors. Employing a staff of about 650, Unfallkasse NRW serves some 6.3 million insured.
The award procedure is designed by the team led by Ute Jasper of Heuking Kühn Lüer Wojtek. Special expertise is required in order to be awarded the contract, since the project does not simply involve construction. "The accident insurer permits a competition of locations and between existing and new buildings, so that the most economical solution can be found," said Ute Jasper, renowned public procurement expert based in Düsseldorf.
The administration building should be in a central location and linked well to public transportation. "With specific requirements in the award procedure, we guarantee that the administration building is in close proximity to public transport stops, pre-schools and shopping,“ Jasper explained.
Bidders are given the option to choose freely between existing and new buildings. "This allows the selection of the best solution in terms of planning, engineering, and financing in the competition," stated Christopher Marx, who is responsible for contract design in Jasper's team. The accident insurer expects to move into the new administration building by 2018.
