Heuking Kühn Lüer Wojtek retained for preparation of "HERKULES" successor project
The Federal Office of Bundeswehr Equipment, Information Technology and In-Service Support (BAAINBw) has retained Heuking Kühn Lüer Wojtek to advise the German Federal Armed Forces on the future setup of their information technology. The order was awarded as part of a European-wide award procedure for multidisciplinary advice. Ernst & Young (EY) is responsible for economic advice. Technical support is provided by Industrieanlagen Betriebsgesellschaft (IABG), Munich, which has extensive experience with the German Federal Armed Forces.
The order is placed as a follow-up to the "HERKULES" project, a public-private partnership with IBM and Siemens, which has provided material parts of information technology for the German Federal Armed Forces for seven years. This contract will run until the end of 2016.
At Heuking Kühn Lüer Wojtek, Dr. Wolfgang G. Renner, Dr. Martin Schellenberg and Dr. Stephan Witteler, partners specializing in public procurement law and ICT law, are jointly coordinating the multidisciplinary team. The IABG team is led by Mr. Thomas Holländer.
"Since the specialists have already been largely acquainted with HERKULES since the first award, we are able to ensure efficient and lasting support of the Bundeswehr with a view to the very substantial positioning for its future ICT infrastructure," said Stephan Witteler. Martin Schellenberg added: "What has certainly helped us is also our experience of many years in legal advice to public authorities in large projects." "We are pleased to support the Bundeswehr with an integrated team in one of the most exciting and challenging European ICT projects of the next few years," Wolfgang G. Renner confirmed.
Heuking Kühn Lüer Wojtek partners Wolfgang G. Renner and Stephan Witteler were already involved in the implementation of the first HERKULES project, at the time as legal advisors of the Federal government and as leaders of a bidders' consortium. Martin Schellenberg had already advised the German Federal Armed Forces on different projects (e.g., SATCOM Bw) and in court proceedings. The contact to IABG was brought about by Wolfgang Renner and Stephan Witteler, with which both had been collaborating well in earlier projects. Martin Schellenberg provided the contact to Ernst & Young. This collaboration had its origin among other things via the BOS digital radio project.
